files I think you're asking about are text/system.msg and
text/newuser.msg
and it says the user name is a dupe even though it's not.
Maybe it's the user's real name that's a duplicate? More information would be needed.

The game server wiki. By it is now, I meant that I have that line in my modopts.ini. It made 0 difference.
