    Well, I would think California either..

    1) Doesn't have free land with the necessary water supply to be data center friendly..

    or

    2) Doesn't have the necessary water supply were the free land would be located..

    I agree but would also point out that not having an adequate water supply hasn't stopped them from building a bunch of water-hungry golf courses out in the desert (see Palm Springs for one example). Maybe they are finally
    learning the lesson from doing such things.
