The Elitists are good at winding people up and pointing them at something.
The Elitists have long created a system of operatives where there are no direct links - making it easy to keep the leaders from getting jailed. But the side effect is that there is no way to tell them to 'stand down' - hence the obvious cheating in some areas in the last election. (Really! a month to count 200,000 votes?)
If the shooter really doesn't know anything, he'll survive jail.
