    Many people use photos that they are not even in... like photos of the family dog... so your photo is probably not the problem. As Kurt pointed out, what is likely getting you in trouble with account #2 is that
    they've figured out you are trying to skirt the ban on account #1.

    I'm guilty of that, but the ban on account #1 was the same thing; they did it without any justification that I can relate to.

    Many people use photos that they are not even in... like photos of the family dog... so your photo is probably not the problem. As Kurt pointed out, what is likely getting you in trouble with account #2 is that they've figured out you are trying to skirt the ban on account #1.
